A Treatment for a Star Trek: The Next Generation Episode

Krom is a planet far outside Federation territory in the Virgo Cluster. Little is known of the people of Krom, with much of that being derived from legends and myths over the centuries. They have been described as immortals, possessing near god-like powers and exotic technologies. Physically, they resemble bipedal crustaceans, with a thick, rust colored carapace and two pairs of claws: one pair being gracile, the other massive and powerful. Long range scans of the system have shown an advanced, active civilization on the planet's surface, outputting an impressive amount of power.

After millennia of self-imposed isolation, the inhabitants of Krom have decided to contact the Federation and open up a dialogue between their race and the galaxy at large. The Federation, leery of losing this rare opportunity for contact, engages Captain Picard as Ambassador protem, much to his chagrin. With the Enterprise only a scant parsec away, the Federation will be able to reach Krom before they withdraw their welcome, which has happened at least three times in the past.

Once in orbit, Captain Picard establishes contact with "The High Council", the ruling body of Krom. The Kromians appear to be highly advanced, mentally and culturally, and are eager to begin an exchange of information. At the behest of Tralar, the newly appointed Kromian Ambassador, Picard beams down with Data, Worf, Troi, and Jordi for an initial assessment of their technology and culture.

The away team soon discovers that the Kromians possess a remarkable psionic technology. The Kromians are willing to share this knowledge with the Federation, although with some trepidation. This is even more evident after Tralar begins to ask about Data, who he is strangely fascinated with.

During negotiations, Ambassador Tralar is invited to beam aboard the Enterprise to get a first hand look at Federation technology with Captain Picard and Lt. Commander Data. After a seemingly eventless beam-up, the Ambassador goes berserk attempting to kill Captain Picard and severely damaging Commander Data as he defends the Captain. The Ambassador is finally subdued and immobilized by the critically injured Data, yet all the while screaming incomprehensibly in its native tongue.

The incident is immediately relayed to the High Council of Krom by Captain Picard, which requests to speak with Tralar. The remaining members of the landing party, Jordi, Troi, and Worf, still in the Kromian citadel, are contacted by Commander Ryker and briefed on the situation. Ryker discovers that Troi was almost overcome by a strange phenomenon as the Ambassador was being beamed aboard. Describing it as a "psychic scream", the closest thing she can equate it to is a death cry. Although Ryker recommends that they all beam back aboard, Troi believes that they should remain on the planet as a sign of good faith, which Ryker and eventually Picard reluctantly agree would be in the best interests of the mission.
